Our previous Chief of Police,  Bryan Noblett, retired in late July of 2019. Noblett served ten years of his 34 years in law enforcement at the Elk Grove Police Department.

Selection Process

The selection process is very detailed and includes a public meeting to solicit input from the community. Additionally, online surveys asked for feedback from the public on characteristics that they wanted to see in their next Chief. Altogether, there were a total of 23 applications. Of those 23 applicants, six were interviewed by three separate panels. The panels comprised of regional law enforcement agencies, city staff, and a public panel. Important to note, the public panel consisted of members of the Police Chief’s Advisory Board and residents appointed by the City Council. After all that, for the final decision, the City Manager conducted additional interviews of the top three candidates. Finally, of those three, the City Manager chose Captain Albright.

Captain Albright, Now Chief

Albright is a 25 year plus law enforcement veteran. He started at Placer County Sheriff’s Department. Later, Albright moved to the Sacramento County Sheriff’s Department in 1994. Moreover, he served a Deputy Sheriff and then later as a Sheriff Sergeant. During that time, his assignments included contract services to the City of Elk Grove. The contract consists of services such as canine, field training, patrol, crime-scene investigations, corrections, and court security divisions.

In 2006, Albright was among the first group of sworn personnel to be hired for the newly formed Elk Grove Police Department. From then, Albright served as a Patrol Sergeant, Canine Sergeant, Detective Sergeant, Patrol Watch Commander, Professional Standards Commander, Investigations Division Commander, and Operations Division Commander for the Elk Grove Police Department.

Albright’s background includes receiving a bachelor’s degree in Criminal Justice Management from Union Institute and University. Also, Albright possesses a master’s degree in Negotiation and Conflict Management from California State University Dominguez Hills. Furthermore, his executive education includes completion of the Senior Management Institute for Police and the Sherman Block Supervisory Leadership Institute.

To top it all off, Captain Albright is the recipient of the Silver Star for Bravery, a three-time recipient of the Bronze Star for Bravery, three-time recipient of the Life-Saving Medal, and five-time recipient of the Major Incident Ribbon.

Congratulations Chief Albright

Elk Grove is excited to have you in our community. When Albright is sworn in on September 3, he will be Elk Grove’s fourth Chief of Police. For the time being, Albright will continue to work alongside Noblett.

Congratulations, Police Chief Albright!
